Navy Officer Nominations Dated July 2010

Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Gary Roughead announced today the following assignments:

Capt. Bryan P. Cutchen, who has been selected for promotion to rear admiral (lower half), will be assigned as deputy chief of Navy Reserve, N095, Office of the Chief of Naval Operations, Washington, D.C. Cutchen is currently serving as deputy commander, Navy Air Force Reserve, San Diego, Calif.

Rear Adm. William H. Hilarides will be assigned as director, Deep Submergence Branch, N873, Office of the Chief of Naval Operations, Washington, D.C. Hilarides is currently assigned as program executive officer for submarines, Washington, D.C.

Capt. Kelvin N. Dixon, who has been selected for promotion to rear admiral (lower half), will be assigned as director, International Transition and Advisory Mission - Navy, Umm Qasr, Iraq. Dixon is currently serving as deputy reserve commander, Navy Region Northwest, Silverdale, Wash.

Capt. Jeffrey A. Harley, who has been selected for promotion to rear admiral (lower half), will be assigned as deputy director, plans and policy, J5B, U.S. Central Command, MacDill Air Force Base, Fla. Harley is currently serving as director, White House Situation Room, Washington, D.C.

Capt. Scott P. Moore, who has been selected for promotion to rear admiral (lower half), will be assigned as deputy director for special operations, J-37, Joint Staff, Washington, D.C. Moore is currently serving as director, combating terrorism, National Security Council, Washington, D.C.

Rear Adm. Garland P. Wright will be assigned as deputy director, Defense Threat Reduction Agency, Washington, D.C. Wright is currently serving as deputy chief of Navy Reserve, N095, Office of the Chief of Naval Operations, Washington, D.C.

Secretary of Defense Robert M. Gates announced today that the President has nominated Navy Vice Adm. John M. Bird for reappointment to the rank of vice admiral and assignment as director, Navy Staff, N09B, Office of the Chief of Naval Operations, Pentagon, Washington, D.C. Bird is currently serving as commander, Seventh fleet, Yokosuka, Japan.

Secretary of Defense Robert M. Gates announced today that the President has made the following nomination:

Navy Vice Adm. Samuel J. Locklear III for appointment to the rank of admiral and assignment as commander, U.S. Naval Forces, Europe/commander, U.S. Naval Forces Africa/commander, Allied Joint Forces Command, Naples, Italy. Locklear is currently serving as director, Navy staff, N09B, Office of the Chief of Naval Operations, Pentagon, Washington, D.C.
