Navy Rear Admiral Nominations Dated 5 August 2009
Chief of Naval Operations Adm. Gary Roughead announced today the following assignments:
Capt. Paul B. Becker, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy director for
intelligence, CJ2, U.S. Forces Afghanistan, Kabul, Afghanistan. Becker
last served as commanding officer, Joint Intelligence Center, U.S.
Central Command, MacDill Air Force Base, Fla.
Capt. Richard D. Berkey, who has been selected for promotion to rear
admiral (lower half), will be assigned as fleet maintenance officer,
U.S. Pacific Fleet, Pearl Harbor, Hawaii. Berkey last served as
commanding officer, Norfolk Naval Shipyard, Portsmouth, Va.
Capt. Richard P. Breckenridge, who has been selected for promotion to
rear admiral (lower half), will be assigned as deputy director,
Submarine Warfare Division, N87, Office of the Chief of Naval
Operations, Washington, D.C. Breckenridge last served as chief of
staff, force structure, resources and assessment, J8, Joint Staff,
Washington, D.C.
Capt. Thomas L. Brown II, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy commander, Special
Operations Command Europe, Vaihingen, Germany. Brown is currently
serving as commanding officer, Naval Special Warfare Group One, San
Diego, Calif.
Capt Thomas F. Carney Jr., who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy chief for plans,
policies, and requirements, N5/N8, U.S. Pacific Fleet, Pearl Harbor,
Hawaii. Carney last served as director, Navy Appropriations Office,
Office of the Assistant Secretary of the Navy (Financial Management and
Comptroller), Washington, D.C.
Capt. Walter E. Carter Jr., who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Joint Enabling
Capabilities Command, U.S. Joint Forces Command, Norfolk, Va. Carter
last served as commanding officer, USS Carl Vinson, Norfolk, Va.
Capt. Scott T. Craig, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy chief of staff for
capabilities and resource integration, N8, U.S. Fleet Forces Command,
Norfolk, Va. Craig is currently serving as director, Maritime
Operations Center, U.S. Naval Forces, Central Command, Bahrain.
Capt. Clinton F. Faison III, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy chief of staff for
medical operations, M3/M5, Bureau of Medicine and Surgery, Washington,
D.C. Faison last served as commanding officer, Naval Hospital, Camp
Pendleton, Calif.
Capt. Craig S. Faller, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Navy Recruiting
Command, Millington, Tenn. Faller last served as executive assistant to
the chief of naval operations, Washington, D.C.
Capt. James G. Foggo III, who has been selected for promotion to rear
admiral (lower half), will be assigned as executive officer, Supreme
Allied Command, Europe, Vaihingen, Germany. Foggo last served as the
executive assistant to the chairman of the Joint Chiefs of Staff,
Washington, D.C.
Capt. Anthony E. Gaiani, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Navy Region
Midwest, Great Lakes, Ill. Gaiani last served as commanding officer,
Naval Base Coronado, Calif.
Capt. Peter A. Gumataotao, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Navy Region
Korea/commander, U.S. Naval Forces Korea/commander, Navy Component, U.S.
Forces Korea, U.N. Command, Korea, Seoul, Korea. Gumataotao is
currently serving as chief of staff, Naval Surface Force, U.S. Pacific
Fleet, San Diego, Calif.
Capt. Jeffrey Harbeson, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy director, surface
warfare for combat systems, N86F, Office of the Chief of Naval
Operations, Washington, D.C. Harbeson is currently serving as executive
assistant to the vice chief of naval operations, Washington, D.C.
Capt. John R. Haley, who has been selected for promotion to rear admiral
(lower half), will be assigned as director, Information, Planning,
Security Division, N3 IPS, Office of the Chief of Naval Operations,
Washington, D.C. Haley last served as commanding officer, USS George
Washington, Yokosuka, Japan.
Capt. Gretchen S. Herbert, who has been selected for promotion to rear
admiral (lower half), will be assigned as director, Navy Networks, N6N,
Office of the Chief of Naval Operations, Washington, D.C. Hebert is
currently serving as deputy director for the assistant chief of naval
operations for next generation, N6, Office of the Chief of Naval
Operations, Washington, D.C.
Capt. Robert Hennegan, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy commander for global
strike and integration, U.S. Strategic Command, Offutt Air Force Base,
Neb. Hennegan last served as deputy chief of legislative affairs,
Transition Team Task Force, Office of the Secretary of Defense,
Washington, D.C.
Capt. Gerard P. Hueber, who has been selected for promotion to rear
admiral (lower half), will be assigned as director for policy, resources
and strategy, U.S. Naval Forces, Europe, Naples, Italy. Hueber is
currently serving as executive assistant to the deputy chief of naval
operations for integration of capabilities and resources, N8, Office of
the Chief of Naval Operations, Washington, D.C.
Capt. Jeffery S. Jones, who has been selected for promotion to rear
admiral (lower half), will be assigned as director, Coalition Naval
Advisory and Training Team, Baghdad, Iraq. Jones last served as
commanding officer, Surface Warfare Officer School Command, Newport,
R.I.
Capt. William K. Lescher, who has been selected for promotion to rear
admiral (lower half), will be assigned as director, Operations Division,
Office of Budget, Office of the Assistant Secretary of the Navy for
Financial Management and Comptroller/director, Operations Division,
Fiscal Management Division, N821, Office the Chief of Naval Operations,
Washington, D.C. Lescher is currently serving as head, Joint Staff
Quadrennial Defense Review Office, Joint Staff, Washington, D.C.
Capt. David H. Lewis, who has been selected for promotion to rear
admiral (lower half), will be assigned as vice commander, Naval Sea
Systems Command, Washington, D.C. Lewis is currently serving as
executive assistant to the assistant secretary of the Navy (research,
development and acquisition), Washington, D.C.
Capt. Timothy S. Matthews, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Fleet Readiness
Centers, Patuxent River, Md. Matthews last served as commanding
officer, Fleet Readiness Center Southeast, Jacksonville, Fla.
Capt. Frank A. Morneau, who has been selected for promotion to rear
admiral (lower half), will be assigned as director for operations, CJ3,
Multi-National Forces-Iraq, Baghdad, Iraq. Morneau is currently serving
as director, technology and requirements integration, Navy Joint
Improvised Explosive Device Defeat Organization, Washington, D.C.
Capt. Dennis J. Moynihan, who has been selected for promotion to rear
admiral (lower half), will be assigned as chief of information,
Washington, D.C. Moynihan is currently serving as chief public affairs
officer, Supreme Allied Command Transformation, Norfolk, Va.
Capt. Gregory M. Nosal, who has been selected for promotion to rear
admiral (lower half), will be assigned as associate director, Assessment
Division, N81D, Office of the Chief of Naval Operations, Washington,
D.C. Nosal last served as the executive assistant to the commander,
U.S. Pacific Command, Pearl Harbor, Hawaii.
Capt. Ann C. Phillips, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy director, Surface
Warfare Division, N86B, Office of the Chief of Naval Operations,
Washington, D.C. Phillips is currently serving on the Chief of Naval
Operations Strategic Studies Group, Newport, R.I.
Capt. Harold E. Pittman, who has been selected for promotion to rear
admiral (lower half), will be assigned as director of strategic
communications, U.S. Central Command, MacDill Air Force Base, Fla.
Pittman is currently serving as commander, Joint Public Affairs Support
Element, U.S. Joint Forces Command, Suffolk, Va.
Capt. Joseph W. Rixey, who has been selected for promotion to rear
admiral (lower half), will be assigned as vice commander, Space and
Naval Warfare Systems Command, Norfolk, Va. Rixey is currently serving
as deputy program executive officer for Anti-Submarine Warfare Programs,
Patuxent River, Md.
Capt. John E. Roberti, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy director for strategy
and policy, J5, Joint Staff, Washington, D.C. Roberti is currently
serving as executive assistant to the under secretary of the Navy,
Washington, D.C.
Capt. Kevin D. Scott, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy director, expeditionary
warfare, N85B, Office of the Chief of Naval Operations, Washington, D.C.
Scott is currently serving as division director for the Aviation Career
Management Division, PERS 43, Naval Personnel Command, Millington, Tenn.
Capt. Thomas K. Shannon, who has been selected for promotion to rear
admiral (lower half), will be assigned as deputy chief of staff for
deputy chief of staff for operations, training and readiness, N3/N7,
U.S. Pacific Fleet, Pearl Harbor, Hawaii. Shannon is currently serving
as military assistant to the secretary of defense, Washington, D.C.
Capt. Herman A. Shelanski, who has been selected for promotion to rear
admiral (lower half), will be assigned as director, Environmental
Readiness Division, N45, Office of the Chief of Naval Operations,
Washington, D.C. Shelanski last served as commanding officer, USS Harry
S. Truman, Norfolk, Va.
Capt. William G. Sizemore II, who has been selected for promotion to
rear admiral (lower half), will be assigned as chief of Naval Air
Training, Corpus Christi, Texas. Sizemore is currently serving as chief
of staff, Naval Air Force, U.S. Pacific Fleet, San Diego, Calif.
Capt. Elizabeth L. Train, who has been selected for promotion to rear
admiral (lower half), will be assigned as director for intelligence, J2,
U.S. Pacific Command, Camp H.M. Smith, Hawaii. Train is currently
serving as commanding officer, Center of Naval Intelligence, Virginia
Beach, Va.
Capt. Eleanor V. Valentin, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Navy Medicine
Support Command/director of the Medical Service Corps, Jacksonville,
Fla. Valentin is currently serving as chief of staff, National Naval
Medical Center, Bethesda, Md.
Capt. Thomas G. Wears, who has been selected for promotion to rear
admiral (lower half), will be assigned as commander, Naval Undersea
Warfare Center, Washington, D.C. Wears is currently serving as major
program manager for undersea weapons, Program Executive Office
Submarines, Washington, D.C.
Capt. Diane E. H. Webber, who has been selected for promotion to rear
admiral (lower half), will be assigned as director for command control
systems, J6, Headquarters North American Aerospace Defense
Command/director, architectures and integration, J6, U.S. Northern
Command, Peterson Air Force Base, Colo. Webber last served as executive
assistant to the deputy chief of naval operations for communication
networks, N6, Office of the Chief of Naval Operations, Washington, D.C.
